For panelized PCB, there is 4up, 10up or even more pieces on a single panels. On that panel there will be some PCBs not qualified for IPC standard inspection, for example, short or open circuits, soldermask issue, or some other PCB issue. Linked Electronics, the PCB manufacture in China, will mark a cross on the piece, that is what we call as x-out PCBs. And the unqualified PCB will be marked a cross on the PCB.

For Some PCB assemly or PCB SMT factories, in order to enhance the production efficiency, they refuse to accept x-out on the PCB panel. But for a PCB manufacture, it is really impossilbe to avoid all x-out for all PCB panels. If clients has such requirement, there will be some loss for the PCB factory in China, such as Linked Electronics Co., Limited. The price will be more expensive.
